Ice is the second assembly shell for the TI-83+. It stands for Ion Compatible Enhanced. Like what the name says, this shell is like the Ion, from Joe W., except that the shell offers folders in which you can organize your programs so the games and math programs don't get mixed together. All programs that work with Ion will also work with Ice. Ice also uses less memory than Ion.

Of course, nothing can be perfect; there are some disadvantages to Ice. The problem with Ice on the TI-83+ is that it doesn't work with archived programs. Normally the TI-83+ has about 25KB of RAM and 175KB of flash memory, so a lot of people using Ion can archive the games so that the flash memory is used but the RAM is still free; doing so you can fit about 100 programs. But with Ice you can't archive the programs; you must put the program in the RAM, and since the RAM doesn't have much memory, you might only fit around 10 games or programs, and that is the biggest disadvantage. Another minor disadvantage is that in the shell if you turn off the calculator without quitting the shell, it will crash the next time you run the shell.

So, use Ice if you have a regular TI-83 since there is no FLASH memory to worry about and Ice uses less memory. If you have a TI-83+, stick with Ion; it is about the same but you can have a lot more games on your calculator.
